The second most common tile, which occasionally spawns directly.

A 4 comes from merging two 2s, or spawns directly as a new tile about 10% of the time.

Early on, use a 4 as the starting point of your chain and build it up to 8, then 16. If a 4 spawns somewhere unexpected, work it into your chain quickly.
